James Jay Baker

James Jay Baker is an attorney and lobbyist in Washington, D.C. Mr. Baker joined the National Rifle Association as a staff attorney in 1980, and moved to the NRA’s lobbying staff shortly thereafter. He was named the Director of Federal Affairs in 1986, and was subsequently appointed to serve as the Executive Director of the NRA’s entire legislative and political operation in early 1991.

As chief lobbyist and chairman of the NRA’s political action committee, Mr. Baker administered the NRA’s advocacy role in all local, state, and federal legislation, as well as activity in political races at all levels. Also under Mr. Baker’s purview as Executive Director were legal and regulatory actions, as well as communications, media, and finance programs. During his tenure at the NRA, he was responsible for administering a twenty million dollar annual budget and a staff of over one hundred. Mr. Baker was also responsible for the overall strategic political direction of the NRA.

Mr. Baker has won numerous victories in both the legislative arena and in regulatory advocacy. In the course of these duties, Mr. Baker’s efforts involved regular contact with state governors, state and local legislators, virtually all Members of Congress, and countless members of the Executive Branch, including two past Presidents of the United States. Mr. Baker returned to the post of Executive Director of NRA-ILA in 1998, serving there until he joined Ogilvy Government Relations in 2002.

Prior to joining the NRA, James Jay Baker served as a prosecutor in Missouri. He is currently admitted to practice in that state and in Washington, DC. He is also a member of the bar of the United States Supreme Court.

Mr. Baker currently serves on the Board of Directors of the Congressional Sportsmen’s Foundation, the Jefferson Islands Club and also on the Board of the Theodore Roosevelt Conservation Partnership.
